[SDL] OpenGL 3.x context creation for SDL1.2

I decided that SDL 1.3 is still unusable for development from my point of
view, but I wanted to be able to create OpenGL 3.x / 4.0 contexts.

If someone's done this before, I couldn't find it, so attached is a patch
that incorporates the OpenGL context creation in Windows (not mac / linux
though) from SDL 1.3 into SDL 1.2 (the hg version of 1.2). Not sure it's
useful to anyone, but here it is just in case.
