[SDL] Attempting to make SDL wrapper for QB64 - First hurdle!

Well, my first note is this: it will be easier to make a SDL wrapper in C
than it will be in C++ (since how you are making the function doesn't really
follow a class setup).
If you let me know exactly what you're doing, I should be able to help you
out a bit more.
