[SDL] SDL 1.3 Windows Solution

Hi, gents,
I am an avid programmer, but live in the middle of nowhere ("the
sticks"), and I can tell you, anything over 5megs isn't worth
downloading. If we're trying to get a different build format, you'd
be better off trying to get Code::Blocks or Dev-Cpp, which are
reasonable downloads on all networking plateaus (dialup, mid/hi speed,
etc).
All I know is the population that has hi speed is considerably less
than the population with dial up. And most people aren't going to
shell out $200/month for a satellite. Or the $100 for a usb-dongle
for using the internet via cell networks.
