[SDL] Bugzilla downtime...

Please note that Bugzilla.libsdl.org is down right now, and will be 
returning soon. I'm moving it from icculus.org to Dreamhost, just so we 
have all the libsdl.org services in the same place, and so no one has to 
make contingency plans in case I get hit by a bus.   :)

The existing bug database will be migrated, as will all user accounts, 
and existing bug URLs that have been posted won't change etc...if all 
goes well, basically the only visual difference will be the Bugzilla 
version changing and some annoying bugs will be fixed.
