[SDL] Framerate independence?

Okay, that's one of the first articles Google came up with... :P
The problem is, what's the "State" class? Is it like, I have to replace 
it with my own?
I would rather something to do with sleep(), as messing with my game 
variables... Well,
if that's the best option I'll do it. :-P

Is that it or must I download a State class from somewhere?
