[SDL] Problem with www.libsdl.org

Hi all!
since a few days... when a I try to load the web page... I get this error:

Warning: pg_connect() unable to connect to PostgreSQL server: Sorry, too 
many clients already in /home/sdlweb/libsdl.org/web/include/login.inc.php on 
line 25
Could not connect to the database !


Am I the one with that error? or the web site is down? Also, I tried to 
disable autologin but I got the same error.
