[SDL] Need a function to reduce surfaces

Hi all...
    I need a function to reduce images with a number... for example if i give one surface and the number 0.5 the function reduce the surface to a half...
    a function like...
    SDL_Surface* reduce(SDL_Surface* x, float y)
someone know where i can read anything...
please help me...
