[SDL] How can I tell SDL to default to svgalib?

i have completely follow the steps in faq

make distclean; 
./configure --enable-video-svga ;
make install 
then i run ./testwin 
I get the error: "no video devices available" 
i have check the env viarable ,and SDL_VIDEODRIVER =
"svga". 
why this happen .
i have install the svgalib  at /usr/local/lib
why the test demo cannot find it ?
 
but if i install the sdl in the default mode , i.e ,no
parameter is specified. I can run the test demo on
X-window.
