[SDL] Should SDL_mixer include MP3 support?

I last time I tried to cross compile SDL_mixer for Windows (a few weeks ago)
using the latest versions, SDL_mixer would not build with SMPEG support
because it could not find SMPEG, even though it was cross compiled and
installed already.  If this is still the case, I'd definitely like the
prebuilt version to have SMPEG compiled in.
